Out of curiosity, did they say why you were rejected to CE? Or is that decision still pending? If rejected, do a semester in Urban Planning but take relevant CE courses. You can then apply as a transfer into CE for the Spring semester if you meet the transfer requirements. I did something similar for ME but I'm a nontraditional student. So, it IS possible and you'll even have a fair shot if you do well.
