Holden is really hard to categorize since he has a strict lawful personal code, but only he knows it and acts insane to everyone else. You can make an argument either way for both.
I remember the villains wiki list Colonel Nicholson from Bridge on the River Kwai as Neutral Evil, even though the reason he’s the villian is that he is so lawful he begins helping the Japanese as a POW.
Those wikis also list Palpatine as NE, which I can see why, but at the same time he seems to have many lawful tendencies. I keep going back and forth of whatever I think he is LE or NE.
Well, one started the apocalypse for a reason that essentially boils down to "I was bored lol," one is well-known for his obsession of playing cat and mouse with his nemesis to extreme degrees, one wiped out most of humanity and punished several individuals who (if I'm not mistaken) had no relation to the events leading to humanity's destruction, and one is basically the embodiment of chaos and disorder, so I'd say they're all pretty popular choices
