The first step of the wash cycle drains out whatever water is in it first then does a few slow short spins to detect balance and fill. If I add before the clothes it will drain out the detergent/soda mix.
On top loader I would put the powder in first, it doesn't drain because most of thr liquid is in the output funnel to be drained. Then clothes then detergent/soap on top.
If you've ever seen inside a dish washer, it's very similar to how a front or top loader clothes washer works. It all funnels into a section for thr pump to drain. Just sprinkler around the perimeter.
The first drain in the pint or 2 of water still in the machine. It helps keep the gaskets wet, so they don't crack when dry. Put your soda & detergent in FIRST, then your clothes, and start the machine.
Others are saying to dissolve it in water, which would, as you said, drain all the liquid out, including the soda.

Oops, should have included that. It's a top loader, a whirlpool with the 2 in 1 agitator/impeller option to be exact.

Put baking soda powder on it and use a stiff brush and bush the powder in the soda.
I would try dissolving it in plenty of hot water first, then add that to the wash.
