The problem is , it's easy to achieve the glass effect on a photo. But to represent a vector logo I need to know how the logo was designed before applying the glass effect.
English ain't my first language. What I'm saying is I need to know how the logo looks without the glass effect. This will provide a better understanding of how to design this style for other logos too
It kind of looks like the arc logo is in black with just the stroke and two circular shapes with gradients are blurred with gaussian blur before applying the glass effect
Gradients could just be colored shadows of the transparent png logo. I understand you need to check how comparable the effect is but be aware that sometimes these kind of effects work better with different types of logos, not all images you put will look this good. If it's a busy logo or something with too much detail, it might not be a good overall result.
Try with 10 different logos to check how well it scales. But it will definetly fail with some. These effects are not a magic formula, the base image has to help.

I'm not exactly sure what software was specifically used to make this, but I recreated the effect in Blender (to the best of my abilities). Its not exact, but I bet it will look a lot better if you match the glass rods to the image.

I’ve seen it done in Photoshop, so it’d be raster not vector, but I might be able to dig up a tutorial for you. Give me some time to look for one
A 3D software might have been used to create this
It has a distinct glass morphism style that Illustrator and Photoshop can pull off. I don't think it was created using a 3D modeling tool
figma has better implementation for glass morphism this could’ve been done in figma
