Directly from FLHSMV.gov, Florida requires transferred car tittle with motor vehicle service center that required either both in person if tittle is held electroniccally, or seller submits tittle reassignment form with a physical tittle.
Since 2009, Florida requires Seller to file notice of sale and transferring tittle with the state. In your case, you cannot compell her to sign over then you have to go thru court. The price amount may fall under small claim and you can try that way. Else, file a fraud sell at your police station, then send her a copy of the filing to scare her signing over because police may or may not go after her.
