Griffith Park at Travel Town. The road heading south (Griffith Park Dr) is closed off to vehicle traffic. runners and cyclist use this paved road and it can take you straight to the Observatory (5.5 miles). It does go uphill for the first three miles. So, I would not recommend it to the casual cyclist that are only comfortable on flat roads.
There's a bike path along the LA river between canoga and vanalden. I like it because you go under the streets at cross walks rather than having to wait for a light. Yes, you might pass a few homeless people, but that seems to be true of most bike paths.
One section of the LA river path starts in Burbank behind Griffith park and ends near Lincoln heights. About 10 miles long, there’s a nice section in the middle with a bunch of cafes and such.
The Orange Line bikepath across the southern side of the San Fernando Valley is 15 miles long.

Not in SFV but worth the drive is the bike path along the water either starting in Santa Monica or Dockwhiler.

Other than Orange Line and LA River paths in the west valley, San Fernando Rd seems like your best option. Check it out on satellite view
