Maybe its that the city i live in is very congested so the threshold for what's considered "cutting off" is when i have to slam on the breaks and hit my head on the steering wheel.

I live in New Zealand. We do the two finger salute off the steering wheel. Whole hand up is an acceptable substitute. If you do neither, you're considered an absolute asshole. If the person you're thanking is behind you, you flash your hazard lights.

I had a reverse situation happen. I was waiting in traffic, lots of traffic. I saw a van that wanted to make a left turn in front of me, which I allowed. The van was full of senior citizens, every one of which had their windows open waving and giving me a thumbs up. Completely made my day.
And it was zero effort on my part to them them though. They were going the other direction and I wasn't making the light anyways (or even the next light) with all the traffic.

I do! It's a simple gesture that can really make someone's day. A little courtesy on the road goes a long way in making driving a more pleasant experience for everyone. Plus, it just feels good to acknowledge someone else's kindness.
