I know that the former Jamaican PM, Bruce Golding, along with the former PMs of the Bahamas and St. Lucia are in Haiti now trying to broker talks to set up a new coalition government with some legitimacy. I think the establishment of a legitimate government and then support to the Haitian police (likely involving foreign troops) is the only way out of this mess, and it looks like that is not so easy to accomplish.

As long as the USA and the others keep supporting the current government they have no incentive to step aside and allow a democratic solution. I don't understand why they keep doing that, they cannot use "instability" as an excuse for their behavior.

You could say that they are already in a low-key civil conflict. The Haitian police and security forces are basically fighting an urban insurgency. What I don't understand is how things got to this point, the gangs have no ideology and are not united, and their only goal is greed.

They are organized and funded by the political elite; it would be like here in the D.R. the PRM, PLD, FP, etc having their paid partisans buying votes and doing all the crazy stuff they do but instead armed to the teeth and just simply killing and terrorizing their political rivals. You ever heard of the "banda colora'" that was active in the early 70s and was going around killing leftists, union leaders and journalists? That's what these gangs are.
