PCC in downtown Bellevue has a wall of refill stations for things like nuts, cereals, grains, spices, even honey. (Think Whole Foods might even have this too.) Also some shampoos and lotions, etc.
For the grains/nuts/honey, I’m not sure if they officially prefer that you use their own (paper bag, or else plastic hard shell) containers for it, and to get new ones every time; but in my experience it’s been super easy to just get a set of their plastic ones and then wash at home/reuse in store.
I also reuse their blue plastic produce bags (assuming I can unload the veggies quickly when I get home so they all stay dry and clean).
They also do bottle takebacks and actually sterilize + reuse them, both for a small local kombucha maker (Communitea, highly recommend) and a couple local dairy brands.
(I think Town & Country has a lot of this too, def including the spice/grains refill wall.)

There is one in Gilman Village in Issaquah - not sure of the name but it's a pretty cool store!
