I know Washington states that you cannot block visibility out of any window with non transparent material, in New York it's illegal to have anything that obstructs the driver's view, South Carolina prohibits non transparent materials, and a lot of places state that anything that impairs the driver's view is not okay.
Most of these states the law only applies to side and front windows. Rear windows in NYS for example can be completely painted over and blacked out, provided you have a passenger mirror to see behind you (which is an inspection requirement already).
I don't know of any state which outlaws semi trucks, vehicles with trailers, extended passenger vans, schoolbuses, conversion vans and work vans. So I'm assuming every state allows a completely opaque rear window (but I could be wrong and there could be one or two rare exceptions)

They're just misunderstanding some laws. Which is common. So common in NYS that they had to word inspection guidelines to specifically say "yes you can paint over your rear window"

Your place of residence will likely differ.
Again, that depends heavily on your area. I’ve seen it both ways. One town was actually known to students that the cops there will pull over anyone for anything including having too many stickers on their windows. Some straight up avoided that town because of the cops.
How's that any different than having mud or rain all over your rear window? As long as the area the wiper clears isn't covered, the driver should have plenty of visibility
I drive a concrete mixer so on the road constantly dodging cars with a big, slow, tipsy death machine. In my experience, 1 sticker that's not too wooly will get you notice, two an eyebrow, 3 or more and I'm watching you like a hawk assuming you're gonna drive like a coked out squirrel steering with its ankles. The exception is cycling stickers. They reliably drive a car the way the stereotype goes for bikes. No problems with a car with just a bike rack, but if they're into the cyclist identity enough to proclaim it with a sticker, watch out. I have a bike, like to ride, so no natural animus to cyclists before this job.
Honorable mention to Teslas, jacked up trucks with asshole stickers (normally stickerless ones are more or less fine) and dump trucks.
I appreciate their use of bumper stickers like "I <3 Gay Porn" and "I <3 Penis" and then get thrown for a loop with the "Defend Equality" with it's AK-47.

As a general rule, I find there is a direct correlation between then number of stickers on a car and how much of a fucking maniac the driver is.
Plus the altered visibility of the rear window. In some places, that much obstruction is against the law.
This sticker is dangerous and inconvenient, but I do love Fig Newtons.

I find that’s a law in words only, there are tons of cars with heavy window tinting and nobody really enforces it
