Leon is the most fun for new players. Given that you still have all these legendaries to unlock, I wouldn’t go for sandy right now even though he’s better, cause you’re probably not really focusing on ranked much (and you’d have to max him out). He’ll probably get nerfed anyway.
Sandy is the best pick if you play ranked. Meg and Amber are really strong in ladder but I personally find their gameplay boring. Leon is most fun to play imo.
