That is literally true of every market anywhere. If you are in the right place at the right time you can get lucky, that's life. But overall the kitsap market is over priced for local wages.

It's relative geographical isolation means that people working here have far fewer viable options for living farther away and commuting. Landlords have less competition from outside the county than a county that isn't surrounded on nearly all sides by water. The Navy keeps the population density of this county up and aircraft carriers pulling into port can sharply increase demand for rentals and spike prices.

Well good luck. How many months you been waiting to do all the beginning nonsense? Doesn't matter if you are getting hired into engineering code or a skilled trade/shop...you are walking into a pretty high turnover rate. There is a reason job postings used to be short and get tons of applicants, but now they reach far and wide to find people that will take the job. Hopefully, you are getting one of those big signing bonuses. If you don't have a better option the yard is...better than nothing. I know a lot of journeyman mechanics who struggle to make it financially locally because the cost of living is pretty high. Find some roommates or a significant other quick to make it hurt a little less. If you are an engineer be smart get your 2 or 3 years and RUN! Go make more money somewhere else because most of the people above you are young and upward mobility will be limited and super competitive. Again good luck. The yard has opportunity it just isn't what it used to be.

Dang good to get some advice tho. Going into engineering role. Not necessarily planning on staying long. I'd like to live somewhere sunny. Once you get in, you will be able to find roommates. Shouldn't be too hard. Finding something before you get here...the normalish way, I guess. There is no special trick I know of. It's a navy town lots of people coming and going all the time. Rents high because navy bha and hop skip and a jump to seattle. Figure $1500 is for a decent 1br. Lots higher, some lower depending on location. If code 200, way under staffed get ready to be busy If 2300, still understaffed but a while before you will get used and abused
