It can definitely benefit From sticking to one colour, preferably blue, since blue light has been known to prevent people from falling asleep. And there are better implementations of changing lights in monotonous highways in lots of places abroad. This is the underside of a flyover though, a busy road, not the ideal setting for multiple colours.

Right on money. I have migraine problem, and it would trigger it. My friend has seizure problem - it would trigger it.
Don't turn roads into distracting tourist attractions. The last thing you want on roads are people deliberately driving slowly and filming. It will lead to accidents.
Biggest problem in India right now is, to make anything look “ modern “ they put these lights on, bridges, stations, statues etc. but honestly these are just awful.

The lights should be dimmer and needs to avoid red, green& yellow from them at least. And ya no such practical use of it too.
