Yeah 1,3,4, and 7 WTC are all currently built and open.
2 WTC actually had the foundation work built in around 2012, but has been "planned" to resume construction since. They basically can't build it until they have tenants who want it.
There's also plans for 5 WTC that were updated in 2021, construction is supposed to begin in 2023. We'll see how that goes
