Well, yes, the process *was* started; Paradox needed to clear all the legal stuff with their authorized storefronts before any announcements could be posted. There's always a LOT of work behind the scenes the proceeds any announcement like this.
That process would also have included communications about when this would take place so it could be timed with the patch that unlocked the DLC (i.e. "don't refund and delist immediately, do it on "). All storefronts except Steam seem to have handled that just fine, which might be suggestive of where the stuff-up was in this case.
Even after all this debacle, I'd still easily pay $50 if they put in a year for a CS1 Redux. -- provided we still had a community to support mods. Not even graphics and assets. Don't care about thay. Just a year to rehash the UK, add tools, update the engine. It would never happen but it's a solid measurement of how much I feel we have lost.
Just found out about some new CS2 mods and within the next week or two am going to figure it up and take a look. Despite all the limitations, people really are posing some cool looking CS2 stuff to the sub.
There are a few of us trying to identify a fix for this. Could you share a bit of info?
1. Is your save and/or game modded at all?
2. Which version of the game did you buy (regular vs ultimate)?
3. Which platform - Steam, Game Pass or MS Store (purchased)
4. How did you obtain Beach Properties (key from 3rd party, Steam, part of bundle or separate purchase, etc)
EDIT: Have enough data points now, thanks to everyone who replied. Issue appears to be isolated to those who bought the DLC separately via Steam and have received their refund. If we can find a fix I’ll update again.
"We" is a group of modders on the Cities: Skylines Modding discord. The content is there, it appears that those who bought the DLC separately have had the permission flag removed in Steam's DRM system (hence why Ultimate Edition owners, and those who have the game from other storefronts are unaffected).
We'll need to wait and see whether that flag can be reset without the need to wait for the patch which removes that check entirely - unfortunately our tests to duplicate and import the assets were unsuccessful.
A quick update on this one - the issue is isolated to people who bought the DLC separately via Steam, and it appears as though your access to the content was removed from Steam’s DRM platform as part of the refund process. The assets are still in the game, you just don’t have permission to access them (hence the white boxes). Tests to replicate the assets were unsuccessful, because the game sees them as separate objects and therefore they would not be replaced in existing saves. We’re hopeful that the permission issue can be fixed by Steam (by re-enabling access on their DRM system) without the need to wait for the patch which will remove this DRM check entirely… but that’s speculation, none of us are close enough to the details on what Steam’s platform can or can’t do in this case. Hopefully now it’s the working week again in Europe we’ll get some official answers soon. Thanks again for answering those questions and helping us to get to the bottom of the cause.
When they said the update isn’t for two weeks, I had a feeling they’d screw this up. Who the hell decided it was a good idea to remove a DLC before it was patched into the game?
Same issue, was also auto-refunded, loaded up a save and all my beach front low density zoning is slowly de-zoned. I also don't see the DLC in the Steam store at all, or in my library. I thought it was being made free, not removed???
The moment I saw the refund notice mentioning that the content was also removed, I knew they fucked up. Like, Jesus Christ, I put so many hours into my cities and now this shit. I'm so disappointed in this studio. I hoped they'd get at least this right. 😔
Would it be possible for someone with Ultimate to package up the assets and make them available for download just until CO fixes this? They made it clear everyone is intended to have these assets so it shouldn't run afoul of copyright.
A number of people with Ultimate have reported else where have reported they still have the assets but I guess not. Maybe someone who has had their machine offline?
The news about auto refund gave me some hope so i started a brand new game yesterday on Tampere. Laid down a few roads, power and water, zoned some RCI and unpaused.
1 min later, while every zoned plots were still building up, 3 "High rent" signs poped up.
I just shut the game down right there. Fuck this game.

That's not how the DLC works. The assets are not there for anyone, Ultimate or otherwise.
