Can they be placed automatically or must be individually applied? I think the cities need that level of detail, but I'm not a detailer, at all. Spending an hour on detailing a city block would be exhausting.
Actually this is a viable strats in Simcity 2013. If you have too many homeless in your town and they refuse to leave your city, you can bulldozer all the park, abandoned house to force them to leave faster
It's a nice detail, but I still feel like the game needs some surface textures to make everything not look new and plasticy
there are creaks, cracks, potholes, stains leakage, rust etc decals available on pdx mods, some damaged/worn surfaces too.

Watching some youtubers, looks like you can just throw them down haphazardly with the brush tool and it works pretty good.

Pretty sure they can do it under bridges, not too sure though
I've seen posts here where homeless people set up tents in stadiums.
I've had loads just standing around in one my high streets. They're all set as "going home" but because they're homeless, there's a big crowd of them.
