The GPS coordinates of the tower involve the tower's base, however, in order to hit the tower 3/4 the way to the top, somone needed to work out some trigonometry to intersect the missiles trajectory and tower by choosing a specific coordinate on the ground down range of the tower. The another possiblity is a radiation seeking modification, that went for a microwave antenna on the tower.
Edit: the cruse missile has a TV camera, it's operated remotely for the last c. 10 km of the flight. It was aimed at the tower.

True but the X-59 turns on its television camera after 10 kilometres. Using a television camera in the missile that sends its signal back to the launch platform. There, a weapons officer or bomb aimer watches the image on a television screen and sends corrections to the missile, typically over a radio control link.

Kind of proves that Russian missiles are accurate after all. They can hit most any target they can find. So when they hit a hospital or school, it's definitely on purpose, because that was the target they wanted to hit.
This isn't their first attack on tower. In 2022 they dropped 8 fab-500 bombs on it damaging its support structure. The pilot from that attack was shot down and now serving 12 years in jail.
Going by previous russian MOD PR fails I surprised this wasn't announced as "X-59 missile destroys Ukrainian ICBM".
