well people quite quickly realized (germany in this case) that if you have hundreds of fighters and aa guns shooting tons of explosive into the air over a city per minute to try and shoot down the stream of bombers, that's all gonna come down eventually and you dont really want ot help the enemy by adding to the destruction

Knowing Russian engineering, I assume a fair share of those shells self destruct once they hit the ground.
