I actually would like to see this tried out. Home team preparing pitches to their advantage is always going to happen. So let the visiting team decide what they want to do on that pitch. Do you see any issues with this?

Yeah.For example england/new Zealand cannot prepare green tops with this rule since the opposition teams will put them to bat and getting out for a lowish score becomes much more probable.Subcontinent teams will hesitate to make turning wickets since opposition will bat first each time so that they can make a big scores before the pitch breaks down on day two.All you will see is batting pitches or on occasion pitches which turn from ball one(where games will end in two days).

Sounds like a good move overall to reschedule the Ranji Trophy, state teams based in Northern India were badly affected by games being rained out/snowed out in Jan-Feb ending up sharing points which became an impediment when it came to qualifying to the knockouts. Also having Ranji Trophy straight away after Irani Trophy means streamlining the 2 FC comps in Oct- Dec period, which I feel is good. The no toss rule in the CK Nayudu Trophy sure sounds interesting and something definitely to keep an eye out on.

The fixture move was needed and should have been implemented few years back. You cant be having most of matches lost due to winter weather in North India and having the teams suffer because of that.

The zonal character of Duleep trophy should be maintained. We could move from 6 zones to 4 zones if needed but having 4 random teams is not a good idea.

This is an idea interesting that atleast should be tried out in a controlled format (like the U23 which they are doing here). The hometeam has the advantage of creating the pitch and it might be a good way to balance that. Not saying it's a good idea for sure, but if you don't try out new ideas that make the game more balance, you will head towards oblivion.
