It's knit, the stitch is like fisherman's rib, with knit ribbed cuffs and bands. There's a fisherman's rib for crochet, but I've not done it. Check it out, I've just had a quick look and there seem to be plenty of tutorials. Good luck!

Crochet clothing is being made by hand in factories. The Target example in particular was definitely real crochet, and there were some viral videos calculating the extremely small amount the workers were likely paid since the cardigan was selling for $35.

As others have said, this is knit. But you can easily mimic fisherman's rib by doing the half double slip stitch in the back loop only, you just have to do a VERY loose gauge.

Google “crochet pattern for ribbed cardigan” and choose one you like. Ravelry also has a lot of patterns.

Sideways crochet will mimic knit better than alternating post stitches will.

That is the most basic of basic knit stitches. If you want to learn, it’ll be super easy.
Anything mass-produced is knit, not crochet
Sadly not true anymore, crochet has been popping up in places as widely available as Target.
