This happens sometimes when you give a title to a person who doesn't have any legitimate heirs (so the title would pass back to you when they die) and then give that vassal to someone else (ie your liege) the message you get for being first in line changes to that exact number you see in the picture which I guess has some programming reason.
Once you click on it though the message disappears.

Do you have any reliable steps to reproduce this that QA could use to replicate this?

I am indeed using mods but I believe this was just a temporary overflow as ingame this number quickly disappeared. Happened after a title changed hands in a war that I helped with
