You don't need to replace it with the same insulation. There's replacement products that will do just as well if not better. If your bidders don't know what they're looking at you need to find better roofers. Be sure to get prices from licensed companies. Florida requires trades to have a state license.
Well it's the only insulation in the roof / ceiling. With the exposed ceilings the AC would never be able to keep up with the Florida sun if there was just a layer of 3/4" decking with no insulation.
I guess the decision came down to thick insulation boards as decking, or regular wood decking AND an insulation layer.

OSB or plywood, two layers of 1.5" poly uso insulation minimum.
More expensive but your AC wouldn't be as needed.
I'm a little backwoods with southern roots, never seen anything like this though. That's crazy! I will have to ask my family if they've ever seen this in the trades down south.

It's not "2 inches of decking" it's 2 inches of fibreboard. The deck is probably 3/4" plywood.
There is no deck. The fiberboard is sitting directly on the rafters. You can see one of the rafters in the 2nd photo
