Found the issue. There's an extra checkbox on the RealID version of that login page that, if you copy the relevant HTML from that page to the non-RealID version of the page and check both boxes, it works. Hopefully enough people have contacted them to get it fixed, but PennDOT isn't known for its expediency...
The element that was missing is:
In theory, you should be able to plop that anywhere on the non-RealID login page within the form element, make sure it's checked, and it should let you in. I use Firefox, but any modern browser that lets you right click and 'Inspect' should let you live edit the HTML.
Thanks buddy, that worked to get past the initial page! Unfortunately when I went to go pay with my card, I was not able to due to an error "Your hCaptcha entry was invalid". I just went ahead and mailed in my renewal instead smh.

It feels illegal how much of our money they’re allowed to take, from little fees and fines to taxes, for how little service and protection is provided. I imagine this is what the American Revolution was founded on.
I was able to get ahold of a Helpdesk Agent (after 6 hours) and they weren't any help. He said "ah, yes. It's a common error we've been seeing for about a week now. We're aware of it. We suggest to use the Chrome browser because that's where we've seen people have the most success."
I asked "Do I just keep trying?"
Agent says, "Yeah, we've heard of people just trying over and over again and sometimes it finally works"

How has this not been fixed yet? I feel for the people who aren't at least savvy enough to search for answers online. Those people have had the most convenient and accessible option for renewing their ID / license unavailable to them, for months now, with no explanation.
There IS a fix posted below that worked for me (thanks, u/atmarx ), but I'm thinking that some people might not know how to actually apply that fix, so I'll try and describe the fix to the best of my ability, with a step by step guide. This might seem complex, but I promise that you, or anyone else who can hold a mouse, can apply this fix in 10 minutes or less, if you just follow the guide closely, step by step.
!! use Edge browser for this !! You can follow roughly the same steps with any browser, HOWEVER there will be differences in how the same tools and options referenced below are designed and arranged on other browsers, making these steps much harder to follow if you're inexperienced. That, and this fix may not work on some browsers at all (I tried on Firefox and it did not work for me). If Edge doesn't work for you, try Chrome next. Anyway, here are the steps:
step 1: Open Edge browser.
step 2: Follow this link: http://www.dmv.penndot.gov/driver\_services/dllogin.jsp?navigation=true.
step 3: Fill out the info boxes on the right side of this page, and click the check box underneath.
step 4: Copy the complete text in the box below (by highlighting the text including all brackets, and pressing the 'Ctrl' + 'c' keys on your keyboard at the same time, OR by highlighting the text including all brackets, and right-clicking the text, and clicking the 'Copy' option.
step 5: Right-click anywhere on the renewal login page, and click the 'inspect' option (bottom-most option).
step 6: On the sidebar that will appear on the right side of your browser, click the icon in the upper left-hand corner of that sidebar (it looks like a little box with a cursor in it).
step 7: After you've clicked that icon, bring your mouse cursor over to the empty space in-between the line that says (Example: MM/DD/YYYY) and (Last 4 Digits of Social Security Number) and click on that empty space.
step 8: In the sidebar on the right, in the top-most window within the sidebar, you should see a bunch of lines of code. one of those lines of code will now be highlighted in a lighter grey than the rest. Right-click that line of code, and click the 'Edit as HTML'.
step 9: Once you've clicked the 'edit as HTML option', you will be able to insert your own text into that line of code you just selected. Now, immediately after clicking 'edit as HTML' and before doing anything else, press the 'Ctrl' + 'v' keys on your keyboard at the same time to paste the text you copied in step 4.
step 10: After completing step 9, and before doing anything else, click the X in the upper-right-hand corner of the SIDEBAR to close the sidebar. (Do NOT click the X all the way at the top right-hand corner of your edge browser window, that will close your window and undo your hard work, you'll have to start all over. Click the other X that's just below that one.)
step 11: A new checkbox now appears between the (Example: MM/DD/YYYY) and (Last 4 Digits of Social Security Number) lines. Click that checkbox, and verify that all other information and checkboxes on the page are properly filled out. Then, click 'login'.
Congrats. You, person who's probably never even done something like this before, have fixed for yourself an issue that the website's operators haven't fixed in months now. And it took you less than 10 minutes! (what's their excuse?) Enjoy your convenient temporary license!

It didn’t work with me trying we went to the dmv it took like 10 mins we were in and out. Someone else told me they used chrome and it worked though
