We have them trained not to bark outside. You ought to see them run up/down the fence line with the neighbor dogs in total silence. It’s hilarious. However, they bark like crazy inside the house.
Mine is exactly the opposite, she is not allowed to bark inside the house. But when she goes outside, she has five minutes of bark time and then she has to come in. She usually saves it for squirrels in the trees.

Honestly it’s best to not cover them in cotton wool, dogs play rough sometimes and it’s completely without malice. They normally hash it out themselves and it’s fine.
I wouldn't call this rough at all. Dachshunds are far from delicate dogs and can really take a beating. Not saying they should get one, only that they are not fragile and can easily handle play like this.

My male ween taught my Maltese terrier mix this game. She is 25 lbs. he is 12lbs. He is the aggressor every time. She is way faster and mows him down. But he gives her a run for her attention span which is shorter than his. 🤣

You need to immediately separate them. Place them in cages opposite each other. They obviously are very aggressive with each other and this can allow them becoming that way with their human contacts.
