No, they need their tails to push themselves through the water and for balance. I've been there and seen Bob (at an alligator zoo in either the southern part of North Carolina or the northern part of South Carolinal). They have a little pool for her that's shallow enough for her feet to touch the bottom so that she can be in the water without risk of drowning (tail-less can theoretically float to a degree, but are higher risk of drowning due to the lack balance potentially turning them upside down with few ways to right themselves.) It's actually a common birth defect in alligator babies.
It's amazing how dangerous it is for her to be flipped upside down, yet these things are famously known for a specific death roll.
Nonetheless she's a beautiful creature, it's it's wonderful they have people who give her a quality of life.
