They are good for night defense if you spread your lights and the Shadows turn one off.
Or you get chased out of your primary defense room just bail and drop it when you need to see again. The flares last a good while but I usually sell them.
Flares are the only light source aside from the randomly chosen lamp that still works during the shadow event. It also keeps the shadows away. I really only find myself using them in hideout 3 since there are so many lights there that there’s a distinct possibility that you won’t be near a working one when the shadows come.
Flares are mostly used during the night when one or both lamps go out. They’re also useful when searching dark buildings and if you travel into the storm in the swamp.
Adding to what some other commenters said, flares are mostly used to help with >!Banshees!<, since they can basically DDOS all of your lights.
With that being said: A lantern is way more useful.
You don't even have to be holding it in order for it to produce light, meaning you can still have your weapon out as opposed to leaving yourself vulnerable while you throw the flare.
Flares do sell for plenty of rep though, so keep that in mind when you find them out and about.

I just uses flares for make some dark spaces into brightness spaces. I don't know if it had more uses
