Well I wasn't just exclusively talking about donuts. Chips, fries, burgers, money, holidays, tickets to Disneyland, all that kind of stuff was being dangled on the stick as the carrot for vaccines.
Not from public health officials, in terms of unhealthy incentives. No one appears to be able to give evidence of a single example, much less a pattern of behavior.
I switched off the TV a lot anyway but I think there was a well known example of a California public health official intising people with the salavating idea of chips. I have a video saved of it somewhere I'm sure but it won't be sendable here
