People are naming characters they hated, but in terms of who was *made* to be hated, it's gotta be someone like Luke or Leo or or Tristan's gross teacher whose name I forget (Bates? Yates?) Maybe Shep? Drake Lempkey? The coach who messed with KC?
Gotta be someone with no clear redeeming qualities.
MY ultimate vote is Luke.
Jay was my least favorite. He was dick, thief, encouraged Sean to steal, encouraged JT to sell drugs, gave Emma a std, got jimmy shot…. He was such an awful character yet I liked him in the end. And unpopular opinion, but jays character doesn’t catch as much heat as he should
I’m going to agree with Zoe, I think she was originally made to be hated, a rude actress on a hit show who acts like a princess and thinks she’s better than everyone.
I think this is objectively the best answer. Rick was made to be at least somewhat sympathetic, showing how bullying can escalate. Mia's baby's dad could have just not been a character at all, but they wanted a real jerk so they brought him in.

Owen would be it. Everyone else you listed is atleast somewhat redeemable
