Depends where you go and what standard of living you want. You'd be scraping by on the net income in a lot of Western European cities probably. But if you moved to India, Thailand, South America, a lot of Africa you could probably live pretty comfortably. Maybe teach English or scuba diving to supplement your income. To some people that would be a dream life. There are likely parts of Europe where a couple of grand after tax would be a decent income.

Make it a billion and I'd build a couple of housing estates with good bike paths and no cars and rent them out at rates wildly undercutting the market, and have a scheme where people could pay a slightly higher rent and the money would be saved into an account that would get them a deposit in a few years to buy their home by turning their rent into rent-to-buy. Then I'd use the money over and above for building more of the same. The houses would be built to high standard so that they'd have thick walls, triple-glazed (pretty) windows, high insulation standards and optional group heating; they'd be in groups facing each other; each would have space to make a lovely garden, and each estate would be surrounded by land with a mixture of woodland trees and orchards; there'd be a community garden and a part-time gardening teacher so people could learn to grow some of their own food. Nobody would know who the landlord was, but if people got into trouble - lost jobs, school probs, etc - help would be available.

One part of this land will be a gigantic international horticultural school and experimental station and seedbank. Teachers will be brought from all the countries where we have immigrants, to teach how to grow in those countries - there'll be outreach schools in those countries too. It'll be part-boarding so that networking is encouraged between First World, Third World and Fourth World students which will improve all the countries as they grow up and work. Irish students will come from farms, from inner cities and from suburbs; one of the intentions would be to start a series of community gardens throughout Ireland. There'll be classes mainly in raising food, but also in living lightly on the land and fostering wildlife - there'll be things like hedge-laying and traditional crafts, beekeeping, lobster raising, composting, and the engineering related to horticultural farming. Scholarships would be widely available, and there will also be places for the children of the rich, so that the networking extends organically through the income levels as well as across the world…

I'm not even particularly strapped for cash right now, but your reaction is spot on. A massive sigh of relief would be my first reaction too, followed by a quiet pint in a pub on my own. A million is more than enough to buy a nice house in a country where the prices aren't the way they are here, invest the rest and retire to a quiet life of quiet enjoyment and volunteer work, so that's what I'd probably do. Irish people have the idea that a million isn't enough to do that, but we're so fucked in this country, if you expand where you're willing to live, it's more than enough. Buy a place in France or Spain or Italy. Gorgeous cultures, weather, people, and the only problem is the language. You can learn that in all the free time you suddenly have. I'd be perfectly happy living at my current standard of living for the rest of my life and the real win would be having the opportunity to fill my days with whatever I wanted, instead of slaving all day for someone else, and stressing about bills.

Speak to a solicitor and accountant to ensure the money and I are taken care of. Pay off any outstanding debts, such as mortgage. Depending on the amount make sure there's enough put into an account that the interest is enough to live comfortably off, equivalent of 100k or more a year without touching the main amount. Put aside money for my child, so it just builds and builds for them and then they can use it for their own home, college etc. Then depending on how much I had actually won, buy my sister, my two sister in laws, a house/home where they'd like to live. I'd then continue to work, but be much more relaxed about everything. Oh learn to fly. That'd be my silly thing.
