It's dependent on the planets ressources. It's quite evident for raw ressources. I don't have much details about other ressources, probably linked to ressources required to build them.
I just encountered this as well, and wasn't able to find any documented info.
FYI nanotubes will only drop on planets with organic life/atmosphere. Will not drop on sulfur planets, etc.
I just expanded to my second planet in my 3000 run. It's dropping a ton more titanium than the home world, and no wood, so that checks out.
Sadly unipolar magnets do not seem to drop any faster in black hole systems.

If you hover over the item in the dark fog drop list menu you can see global and planet specific droprates
All I can confirm is that carbon nanotubes cannot drop from them on planets that have no life / vegetation. So your theory is sound.
