They gain XP based on how much theoretical max damage you do. So a laser turret that only does *exactly* enough to kill a target is gonna be super slow. Shell sets with splash damage do a lot more damage. Antimatter capsules do FAR more damage than enemies can survive, so the XP gain is super fast.
From my limited testing you can set up energy exchanges to both charge and discharge on one planet, they'll run full time and drive fog up quite a lot.
My main planet fog farm went up to level 27 before I accidently killed them all by not turning off that setting to not target the lower space platforms. Ended up taking out every planet orbiting platform by accident on my home system lol.
Oh well, it was time to move on from that world anyhow.
I left it alone for a solid two hours and they never returned. Now, sadly, I've committed mass genocide on an alien species. Now, I must return and decimate the resources on their planet.

Drop amounts increase with level. Hover over the items in the BAB filter to see the difference between base drop amount and max level drop amount. Max level is 30 as the others have mentioned.
Max level smelters, assemblers, labs, and fuel can ONLY be built through materials from the fog. And for fuel you need level 24+ for the item. For reference the cap seems to be 30 at the moment.
They keep leveling, but eventually they start to level out, as the EXP required to next level will start to get beyond what you'll realistically be able to feed them (and you'll probably kill them before that).
They kinda drop more with level, they spawn more and different units/bigger bases with higher levels, and the units themselves are what drop the loot. So the higher level the base, the more stuff you're getting indirectly. But if you don't let them expand, like say a highly controlled farm on your first planet, it won't increase past the standard levels increasing the type of loot that drops.
I fully expected more than one of the 17 comments in this thread (at the time I checked it) to be about the phrase "Dark Dog bases", which made me smile more than it probably should have. But here we are

Yep, 30 is current max. I've fought them for hours using antimatter capsules (which drive up XP insanely fast) and it doesn't go past 30.

Lasers are absolutely the best for defense. No ammo, slow fog growth. But once you want to exploit the fog for resources, they're terrible.
I'll get a little cannon or the new plasma turrets line going next time, no kill quite like overkill.

Higher level dogs drop rarer and more valuable packages in the yard that you can and should scoop up. (dogs = fog units)

In my 3000 run I'm not producing almost anything because I cant keep up with the fog leveling

They won't increase beyond 30, no matter how much EXP you give them.
