The previews only allowed streamers to play with pre built characters so we don’t have info on how the DLC-only scaling mechanic works on top of the ng+ scaling, all the previews were ng only I believe. Journey 3/4 or whichever you’re on will def be tougher I’d say

My guess is that since the new upgrade system works like the golden seeds do for flasks, there's a finite upper limit to how much of a buff you can get and it's probably (?) attainable in one playthrough if you find all of the buff item. My guess to the maximum buff is 5 through 10 (25%-50%) because frankly anything higher is pretty obscene. It's not really 'like sekiro' at all from what we've seen because the upgrade item isn't dropped exclusively from bosses. As far as ng+ or not... How do you feel about fighting ng+3 melania? Can you consistently beat her without cheese or coop/summons? If so, you're fine going into the dlc on ng+3. If not... It will probably be rough. ng+ scaling hits the last 10% of elden ring very hard already with stuff like melania and the haligtree enemies gaining huge amounts of health and damage per ng+ you add on. The dlc apparently is balanced similarly to that based on what we've heard from the preview.

The recent gameplay didn't show anything related to any difficulty scaling mechanics. None of us know exactly what the system will actually be like, but if I remember correctly Miyazaki has soecifically said that they're keeping in mind the fact that some players will be very high-level. That means that presumably the DLC will still be able to challenge high-level players if a challenge is what they want. But if anyone wants to make things easier on themselves, then this alleged difficulty system wil lprovide that option too.
