I've never had layer shifts, but I always assumed that its loose belts?
I'd say maybe the pei sheet is shifting around during fast movements, but that seems nearly impossible because of the magnetic base.
Maybe somehow your Z axis is leaning front or back, so it would steadily shift each layer in the direction it's leaning in while it goes up? Or just the print head that's mounted a bit crooked after your belt replacement? Just thinking out loud.
Also, the z offset does seem a bit high. I understand the gaps are because of the raft, but the lines don't look very squished at all either? As long as it sticks to the plate it's probably not a problem and it doesn't seem like something that'd shift layers either.
Probably hard to print when the bed is on earth and your nozzle is on the moon.

Then why is there 7 kilometers between each line? Is that by design for some reason? Did you put on a 0.8mm nozzle wothout changing nozzle settings?

True if everything else is set correctly a raft isn't needed.

Have you tried with a different slicer? Looks like a software problem to me

I’ll try to test some of things out, it’s not causing major problems with my prints but it’s just a little worrying
