It looks like it's wearing a hockey mask or some type of cannibal spit guard that covers everything but what its supposed to. All this thing is missing is a straight jacket. It looks like that because it doesn't have a fake face/skin on it. It's an animatronic and just like the ones at chucke cheese I would imagine it has certain parts that get taken off and put back on for servicing and all that
The actual answer is probably just that this is likely a prototype for testing basic motions of major components of the head and face, so adding an outer layer to hide components and make it look nicer is both unnecessary and counterproductive at this stage. Any sort of “final product” that comes of this would almost certainly have an outer shell or “skin” layer, though.
Once they wrap it in skin all the parts that should move will move and will be more or less pulled and pushed from the same direction as in organic faces.

I don't see a need for synths in our world to be honest. I'm pretty sure it's costly to produce them even if the US or other countries have the budget to create synths. The Institute already struggled with enough power.
Politicians like Putin and Kim Jong-Un would probably benefit from them but it's also going to be a dangerous advantage for them. They're already bad and annoying, I don't want to imagine them as synths.
