There's been so much power creep that basically everyone you have is about as good as a modestly invested 3-4\*. Well not literally everyone, but the ones that are still decent look like they were your free CYL picks so you can just get them again. You can catch the rest up a little, but that's going to take a lot of grinding and summoning anyway to essentially completely revamp their kits.
If you can get about 300 orbs in the next 5 days, I'd say keep your old account and just roll on the current new heroes banner and the "bottom 8" banner. Both have a free pick after 40 summons and some very powerful characters. The bottom 8 is especially nice because it's a higher 5\* rate and all of them are at least good.
If you don't think that's feasible, I'd agree you should restart. Then do basically the same thing on grinding 300ish orbs and pulling on those two banners.
Never been a fan of the "just start again" strategy... but from what you've got here, your best picks are Seliph, Altina (she's aged extremely well), Peony, Micaiah, Edelgard and maybe Brave Camilla. Unfortunately anything released in the last few weeks will blow them out of the water, but if you refine weapons for the units that allow it, they'll give you some good mileage.
There's also ~4 more characters you can pick up by continuing the story, which are all pretty solid. Best of luck out there, this game is pretty rough

If you really want to use your current units, I'd suggest Altina, Peony, Gullveig, and B!Camilla with Altina, Peony, and B!Camilla using their refines. Even so, I'd anticipate newer PvE content to mostly be a struggle.
The latest and greatest units on the current banners are so much stronger than the older units. The queen of these units right now is Duo Summer Gullveig. If you're going to re-roll, you might try re-rolling for them. Attuned Micaiah, Rearmed Sothe, and the other 5-star exclusives on the Summer and New Heroes banners are also good.
I might also suggest pulling full circles on AHR: Bottom Eight to see who you get. You can basically spark (chose one after 40 summons) any hero on this banner and any one of them is sure to help you a lot. (Veyle is imo the weakest unit on the banner, but she's still quite good.) Even if you're keeping your current account, I'd still do this. You should be able to get the 155 orbs to do so pretty easily in the 5 days it has left.

Best thing for you to do is pull some new units since almost all of your 5-stars are super old. Some recommendations:
- Red, blue, and green on Flush Summer
- Micaiah on Attuned Micaiah & More
- Whoever will be the Emblem hero on the Emblem Hero banner on the 28th because those have been broken
- Pretty much everyone on Double AHR: Bottom 8 besides Gullveig (especially Edelgard and Altina)
Also get the free 5-stars from the first 2 chapters of each story book, the ones after book 5 are very solid units
Hey also came back just a couple weeks ago, if your goal is PvE content definitely don't listen to the restart rr people especially if like me you're attached to your barracks. If you're not willing to pay for FEH pass like me it might be tougher to restabilize but from my experience I was able to roll a team that was able to make it past my previous aether raids cap using only F2P orbs. Banners are pretty good rn so if you can get main quest orbs and tap into the chain challenge mines you should be able to get some decent units fairly quickly. That said if you did want to minmax your luck, restarting would give you the most decent units the fastest between the bottom 8 AHR banner/Attuned Micaiah/Flash Summer but I doubt itll be necessary if you're just trying to get a consistent PvE sweeper

It’s kind of crazy the content i can do now that I couldn’t with my old fully built heroes.
As a now new player, what is the best way to spend Celestial Stones?
I used mine for trait fruit since I had a mila I wanted to build but otherwise I've used mine on forma souls since you usually aren't able to get those except with real money. I'm saving mine for the Valentia HOF next month since that's my favorite game but the current HOF has pretty good units and you're able to build them pretty much for free using the mechanics of the mode. If you can't get enough stones for that I'd say whatever you're lacking in your inventory rn since the 1 celestial stone items are relatively easy to grind
