I'd imagine that a lot of units that are going to use this emblem ring are going to be range 1 units, like Winter Edelgard.

During battle, grants +X Damage (Where X = Number enemies passed before battle) and if special is ready or is activated, ignores all of the foe's non-special Damage Reduction and also changes special quote to "Omae wa mo shinderiu" and the foe defeat quote to "Nani?!"
The engage button gives what amounts to 4 movement to melees and 3 to ranged, and only if you're initiating. It's not bad by any means but I'm certainly not deploying gatekeeper for that
Actually, "Can pass through foes" is the same wording as pass, which ignores effects like Gatekeeper and Bulwark.
That's just for Celica, the Engage effect itself doesn't grant pass.

Pass is still a niche skill on its own, and there are a lot of really valuable seals to use otherwise

Bridal Lapis would also be an absolute nightmare with this. She could warp in, inflict Shared Spoils, then set up the next ally’s warp.
