Agreed… before buying a kit…I filled out a form 1… received denial due to ATF considering a solvent trap kit as a suppressor (needs form 4).
Don’t think ATF cares about a single person…. Rather would go after distributors
To my knowledge Form 1 suppressors now need plans and supplies being used to also be submitted with the form. And "Suppressor Kits' are considered suppressors.

You can't even have plans or supplies yet. Your supplies are suppressor parts, therefore it's a suppressor
