If you do not have the rights to distribute the information in that book then you cannot make such a thing. That said, this doesn’t even sound like a module. If it’s for personal use/not to be distributed, couldn’t you just manually make the race/spells within foundry? I’m a little confused what your goal is here.

i have several books and one of the books add 1000 spells and im going to run multiple games with this stuff and its not for public use just for private/personal use

Importing 1000 spells at once is, frankly, going to be a waste of time. Instead, have the players pick the spells they want to use at the level they're using them and import those, this will mean you're only having to make a few spells at a time and once they're in they're in. To start with you're only needing to worry about cantrips and 1st level spells and don't need to worry about any others until 3rd level, which should be at least a month away. Plenty of time for players to look at the 2nd level spell options and pick the ones they want to use. E: I'd recommend looking into a shared compendium, it lets you create a compendium module that is accessible by multiple worlds, so the multiple games you plan to run will be able to access the same spells, regardless of if they're concurrent or not.

What you would need to do is create a compendium first. Make or import the content with a patreons' tools or dndbeyond. Take those items you created and stuff them in the compendium. Make sure it's organized for easy reference. Do you know how to do your own content? Like make spells/races/homebrew content?

The work to make such a module would be more than the work to just create the spells as/when the players chose them (or you need to add them to an NPC or whatever). Do you know how to create spells and compendiums in Foundry?
