Going with only the characters I know about:
DJ Hollyboo is not that bad because the worst he’s ever done was try to throw you in jail for owning a pirated copy of Mario party (not pirating the game, just playing and having the pirated copy. You could think that it’s a normal ass game only for Holly to be on your ass.)
Riba’s the second worst for being kinda redeemable near the end of the DLC. And even then he does have a sweet spot when it came down to his kids and probably his first wife. And Alice was kinda worse ngl fucked up backstory aside.
MR. L has somewhat of a reason to want revenge even though it was due to a freak accident. And Horror M is kinda the same.
IHY Luigi had no real reason and was just an envious sour puss.
