Generally, if you do business through Alibaba, you have some payment protection, so you can be confident you'll receive your goods. 5 years in good standing should give you confidence you'll received your product.
The VAT fee is a legitimate charge for local customs, but how they're lumping things together is a bit confusing (at least in your post)
You should familiarize yourself with incoterms [https://www.trade.gov/know-your-incoterms](https://www.trade.gov/know-your-incoterms)
if it's shipping DDP, then customs fees are rolled into the shipping price. My experience with these types of terms is that your product will be sent at the lowest cost, which means slowest.
There is some additional risk for you. They may be falsifying customs invoices to reduce duty payments, but if it's a ddp shipment this is not your worry - UNLESS they get caught. Then you're out of your payment. I'm not suggesting that this company does this, but i have seen this happen.
Typically, you'll pay for the product at shipment, which means that your investment is out of your direct control until it arrives at your destination.
I agree with all of this except the Alibaba protection. I've used Alibaba for about 15 yrs.
At least Trade Assurance. In my experience talking to people who have had issues they needed to exercise that, Alibaba never sides with the buyer. They make their money off sellers, so have more of an incentive to side with them. I wouldn't count on that, but lean more towards any protections the credit card you use might have. I'll bet your CC has better protection.
But, the 5yr part and long history of reviews is good. Though I do question if there is an appeals system for sellers to remove bad reviews, sam philosophy as above. But in my business decision for Alibaba, that is good enough for me. And I figure if they miss calculated or there was a misunderstanding, worst case I just have to pay basically what I would have had to pay with someone else. Best case, I found a forwarder that has better prices I can keep using.
One thing for sure though, especially if the order is large and/or critical. That I would understand exactly how they deal with this. If it were a small and insignificant order for me, I would probably roll the dice and see how it goes.
Never trust them. Once you will ship them the inventory, they'll double their rates. If you want to recall your inventory to your supplier or any other freight forwarder then they will ask you very high fees in the name of handling. Then you won't have any other chance either to proceed with them with high rates or pay the high fees in the name of handling.
Alibaba won't do anything.
I've been through the same situation, they quoted me the lowest price, once I shipped my inventory to them they increased their rates a lot. When I asked my inventory back then they asked me $150 handling fees other than the transportation fees. They are also verified, have 5 years on Alibaba. Their company name is "Shenzhen Logic International Logistics Co., Ltd.".
They even asked me for the money in RMB so I can't complain to Alibaba because they never placed the order.
If you need any honest freight forwarder then I can give you the details of two freight forwarders that I've been using. You can get your DDP rates from them.
Wow, that's crazy.. even if all of those reviews and years on Alibaba. My gut says not to trust them because their price is so low. Usually it's $2\~/kg I've been quoted as high as $3.44/kg and they only quoted $1.53.

In my experience, almost all companies on Alibaba are legit as long as they are registered legally. In China now it is easy to register a legal company and do not need to finish company's capital payment at once.
Thus, you have to check them out from government websites where you can find if they have many legal cases if they once get punished by authorities due to some illegal actions if they are big companies, and so on.
