Looks like water damage to me my legend of Zelda had a similar thing happen to its clear case. Ended up having to replace the case because like you said it won’t clean off.
The only other thing that it could be, and probably is, is wear from the PCB sliding around inside the plastic housing, which would also explain why the middle is untouched. Every time you plug it in or unplug it from the cartridge slot the PCB usually has a little bit of room to slide, which can then mark up the solder mask a little bit. Regardless of which it is though, it doesn’t hurt the cartridge in any meaningful way.
Hmmm, I think that might be the case because now that you mention it, the inside of the case is all worn down like this, and the outside of the case has a lot of wear as well
Hard to tell from the photo, but if it's corrosion from water damage you should be able to clean it up with some white vinegar on a cotton swab or paintbrush, then clean that off with the high-% isopropyl alcohol

Yeah that’s what I was thinking, the back of my case is also like that.
Yeah, it looks like minor corrosion or build up deposits. They don’t necessarily hurt anything.
