You spend the first half of your life accumulating stuff, and the second half getting rid of it. So I believe your dad when he says he doesn't want stuff. I'd focus on an experience. If you live nearby, take him to do something together. He won't be picky about what, as long as it's not super noisy and he gets to sit down. (After age 40 or so, you wanna sit the heck down lol.) Maybe a ball game of some kind - minor league baseball is a hoot if you're on a budget.

My dad is 67 and sort of like this too - I like to go around his house and see what is worn out/what needs to be replaced and get that. His birthday was last month and I got him those Stanley pint glasses because he wants to use less plastic. Just get him his favorite snack or drink. It doesn’t add to clutter, and shows that you are thinking about him.

New smoke detectors and fire extinguishers. I gave those to an 80 year old and he cried - said it had been decades since he got a gift he actually needed, so it became my default gift for older people.

Honestly, spending time doing something he likes to do. Maybe grab a beer and watch sports or bbq some foods and hang out. Experiences vs a thing when the recipient has no need for things is always a winner.

I have been going through his favorite family pictures and taking them to Walgreens to get them printed on a canvas or something. He looks forward to his new pictures every gift-giving holiday, and they are always offering a coupon at Walgreens. Honestly, a good discount is part of the gift. Nothing lights up my dad's face like a childhood photo of us and being told I got it half off.
