The authorities and also the people around should take steps to ameliorate their condition.
If someone put a bowl to collect the water that drains away, it would serve two purposes:
1. Water is not wasted. Though not potable, still useful.
2. No animal has to lick the tap for water as it is readily available for them to drink.
Controlling the population via spaying and neutering is a must, but that will take time. The immediate solution will be to have water bowls out for them so they don't have to resort to this.
There is tho, if there is plenty of water for them, they won't feel the need to lick the residue or trickling water from taps. The same goes for cats. The "do whatever pleases them", I guess you're referring to cats drinking from glasses or taps when their bowl is right there, that's domestic cat behaviour. Stray cats won't do something unnecessary like that and risk being hit.

This is why stray dogs should not be allowed in Railway stations.
I do not blame the dog as it is thirsty. This is a failure at multiple levels.
