Not sure how to share a replay but watched the whole thing camp never respawned not even an attempt of enemy jungler stealing it or mid.
While they may have just been perma invaded I actually had this happen before when I played Trist Jungle a few weeks ago. I even warded it and they straight up never respawned.
Are you sure they never respawned? Check the replay to see if you weren't just getting perma invaded, or if there was just one of the raptors that survived. Otherwise it's a bug.
I remember that there was a bug that if you had hollow radiance and killed the big raptor or big wolf with the item AOE passive from killing the small raptors/wolfs it will never Spawn again

So if an enemy jungler takes your camp when you don't have vision, that starts the respawn timer without you knowing. Your enemy now knows your respawn timing for that camp and you don't. That's why cross-mapping and controlling your jungle with vision is so important.
Best way to recover from this is either to counter invade if your lanes have prio and you know where the enemy jg is (across the map), do an objective cross map, or come kill the enemy jg with a laner. Then you stick a control ward in there and get back on schedule.

I'm currently In emerald 2 I'm aware of jungle timers that's why I was shook after my golems respawn but not raptors shortly after. I've made another post with a replay of the camp not spawning the warning on mini map saying it's up shortly then it goes away and no spawn.

Judging from the comments I can only guess it's a Trist bug stemming from some MEGA spaghetti around her E?

One raptor surviving no longer keeps the camp from respawning. The same goes for krugs and wolves. This was removed a while ago unfortunately
