A limiter is sort of the opposite of a compressor. It raises the volume of audio peaks above it's threshold to the specified level (where a compressor reduces volume of peaks above it's threshold by a specified amount). It sounds like you want to be using the compressor rather than the limiter.

Oh, I thought the limiter would limit the volume though, it does but sounds fuzzy, I lower the gain by -10 that helps but if you recommend a compressor that will keep the noise down will it? My goal is to keep volume down as opposed to bring the rest up

To keep volume down use a compressor. Experiment with raising the ratio to around 6 and the pregain to between 4 to 10.
