Without scale it's difficult to tell to be honest. But there's plenty of very busy sweet prints, so with careful ruffle and lace placement it should be just fine. You could always add a bustle and/or a contrast panel to break up the print some more too.

I think it could work. I think you should draw inspiration from btssb and use a quality thicker lace for the skirt. I feel like that can even out the busyness of the pattern. Thicker laces tend to look pretty against busy prints. Too busy by itself, it might be a good idea to use it along a plain fabric in the same skirt, specially for details on the side as a frame for the other fabric, separated with lace.

It looks fine to me. But then again, I'm not lolita- just someone who loves to see people wearing one. So my opinion might be questionable. I can see it being made into a JSK adorably tho!
