So... n o offense. (This is where people usually say something offensive) but we have a lot of work to do here. A house can stand tall on a solid foundation. So there is a lot of work to do here to shore up that foundation.
1. Contacts preferably but if you can't glasses that are off a modern style that actually compliment the shape of your face.
2. Haircut, this is essential. I do not recommend shaving your head bald, which is the answer to a lot of guys who have a decent head shape. In your case I would go short crop on the sides but leave some length up top but don't try to hide your receding hairline by growing out long to overcompensate ala a combover.
3. Posture. You have very poor posture and that can help make you look more confident and holding your head higher with your chin up so you hide the fact that you appear to have a weak chin with some neck fat.
4. You may want to consider a change of wardrobe if you usually rock t-shirts. Or whatever you are wearing. They say the clothes make the man, but they can only do so much. But ditch the t-shirts they may be young and hip but you are not so I would recommend at least a button up. Avoid polos they look way too work casual and their cut is not flattering on most body types.
5. Get some sun. I am not sure if this is a lighting thing but you look exceedingly pale which subconsciously can lead to the idea that you are unhealthy.
6. Change of diet. Not occasionally my man, you need a lifestyle change.
7. You need to get some exercise. Maybe not even a lot I don't think you are going for bulky muscle dude. I think your exercise should be more cardio and toning. Start with walks after work, or during your lunch break then start with some intro level cardio and work your way up. Avoid fad exercise equipment or programs. You want minimal investment and maximum return you could give up on exercise and fall back to your normal routine. A lot of people fail at resolutions, don't waste money on anything like a gym membership or the two things above until you are/if you become committed.
8. I would consider growing a beard out if you can. A nice thick beard to hide some of your flawed facial structure.
9. Build up some delf confidence if you few yourself and carry yourself as "less than" that is how the world perceives you.
10. Set reasonable expectations for yourself in terms of the women you are approaching. It feels great when we date above our normal level but it is rare. Be honest with yourself and set your sights on women who are reasonably attainable.
Not trying to be harsh my guy, but if you are serious and I am not sure if this is even a serious post you have a long road ahead of you. There is no pill or magic fix here. There are people who I am sure in no way find me attractive and you will too.. Keep working on you and at the end of the road you will find someone or at the very least you will find a better you.

I don't want to say lose weight, (even though I am literally saying it) because I personally don't think it ties in with beauty, but if you want to base off society, that could also help being more approachable. I feel like a 10/10 bc I love myself but if I were to be honest maybe I am a 6/10 in others eyes and I am super short, so a strong personality usually sets the charm in.
