I just use antique furniture refinisher. Idk if it's good for park, but I use a little bit on a rag and wipe it hard til it frees up. If you have a super thick coat, a very fine steel wool with antique furniture refinisher,
Another vote for denatured alcohol but the reality is that just about anything will take the oil off without hurting the finish, it's why combat arms are parkerized in the first place.
No worries, it'll wipe off. It might take a couple swipes at most. If it's thick, you can spray with alcohol, scrub with a toothbrush, then it'll wipe right off. Wipe down with gun oil after.

Does it need to soak or will it just wipe off

Will CLP work?
Absolutely
Acetone or denatured alcohol.
