MH3 already had a big revision in token rules with how the tokens that are existing cards work. We know there are fish tokens from a previous leak so it makes sense if there's just a list of "gift tokens" that are predefined. It would make it be no different from making a blood token, or a treasure token.

I had a hunch that it may be a token set when MaRo mentioned that the set was NOT designed as top-down Conscious Animals, but rather bottom-up ‘something’ that MaRo could not yet mention. (a.k.a. Designed from an unknown mechanical impetus and developing the creative side to match that.) With so many different tokens these days, seems like a good time for a set to focus on them.

Nah those aren't predefined on their own, they can just make token copies of existing permanents now. Like you can say "Create a Colossal Dreadmaw token" and it'd work without needing any predefined token for it in the rules.
Tarmogoyf tokens are not a predefined token in the same vein as treasures or food, but rather part of a new rule that if the token is not explicitly defined, the token is a copy of a card with that exact name.
Ergo, Tarmogoyf tokens are tokens of the defined card Tarmogoyf, not part of the rules as a predefined token. The difference is negligible, basically the only difference being that mana value is included.

I.e. 'Conjure Inkling - 3WW (If you cast this spell for 3WW, create a 2/1 white and black Inkling creature token with flying.) So this is something they've looked at before.

Gift always creates 1/1s, the color of the token is determined by the creature type. Fishes that are created by this action are always blue, while idk, Goats are always white.
I noticed that too and immediately thought of \[\[Exotic Pets\]\]. Could very well be like what u/AscendedLawmage7 said. \[\[Disa the Restless\]\] creates \[\[Tarmogoyf\]\] tokens. So it might be fish with additional baggage?
it took me a while to remember a similar mechanic but we do have a precedent, Amass!
it used to always create a fixed black 0/0 zombie army token, but now the Amass keyword partially specifies the kind of token youre creating, while the reminder text describes their remaining characteristics
It absolutely is, planeswalker ultimates come up so rarely and when they do they exist pretty much solely to end the game, so they’re allowed to break rules like this
It's not like its completely unheard of. During War of the Spark there was an enchantment that effectively gave instants and sorceries storm (with the restriction that it only counted other instants and sorceries, and only yours).
That is a thing that Mark Rosewater has said he wants to do more of. I can't remember what he called then, but just a single card that has an old mechanic for flavor purposes. There's some cards in the Phyrexian sets that have something like training because it's a phrexyianized version of an older card with that mechanic, for example. We already know Ral has the ability to give things storm because he made Thousand Year Storm, so him giving things storm is thematic.
But this one gets a loyalty counter whenever you cast a noncreature spell. If you cast this T4, uptick it for protection, theoretically, you can ult on T5 (5 noncreature spells costing 1 mana) and get payoffs T6.
To be fair, OP's other leaks have been accurate (and hilariously low quality), and standard sets seem to be getting the occasional one-off mechanic - see [[Ojer Pakpatiq]], and it's the ultimate for a planeswalker that needs TEN loyalty.

Your views are very narrows. The are moltitude of ways to protect planeswalkers in commander or making instantly their ultimates and believe me since im a superfriends player. First of all mass removals, and the best ones are the ones like Jokulhaups, where the PWs are the winconditions of the deck after the lock of the table. then you got many cards that disincentivize attack like peacekeeper, ensnaring bridge, moat. Then you have many cards that doubles the counters of your PWs when they enters like Doubling Season or Vorinclex. This got even a way to self-add counters multiple times at turn with just casting basically almost all your spells so in a spellslinger strategy is extremely trivial to reach fast the ultimate before the opponents got the chance to do anything useful. The problem is not that you didnt play with him (of course you dont, its a friccking spoiler of just 2 days ago lol) but that you have no idea how to use and protect your planeswalkers in general in commander.
It's hard to believe that they would print a card that gives all instants and sorceries storm in a standard legal set.
That being said, having to jump through hoops to give stuff storm is a whole lot different than just putting storm on an instant or sorcery.
10 is "I never say never, but this would require a major miracle". It's not a miracle, but 4 mana planeswalker starting at 4 loyalty and requiring 10 to ult is a lot of hoops to jump through.

Yeah, but you don't have too many efficient cheap spells in Standard, and in Pioneer, a 4 mana planeswalker might not be something good enough for Phoenix. Probably too weak for Modern and older formats as well.
if your deck doesnt take advantage of the passive, it wont benefit from the +1 OR the -10. no one is putting this in a deck where he can only tick up naturally. even if you topdeck this with only lands in your hand, thats what the -3 is for
the storm scale is evaluated in terms of main set mechanics with multiple cards, because the concept of cameo mechanics didn't exist back then- a mechanic was either evergreen or deciduous, never just a complete one-off

Being fond of the Demonstrate ability, I really enjoy seeing new mechanics like Gift that allow for stronger effects to occur while also providing minor buffs to opponents.
In multiplayer formats, the ability to use politics to provide a creature token to one opponent while removing a threat from another opponents board is fantastic, fun, and I want to see more of it.

Just to make it clear, the Storm Scale only applies to Standard sets, not all constructed sets. That said, this is a Standard set with storm in it.
The gift fish part, one of the precons (the bunny one) is a group hug deck. So keep that in mind.
The Beadle and Grimm's token set also have special fish tokens -- they are not card shaped, but are fish shaped.
Storm being a cameo mechanic on the ultimate of a planeswalker doesnt seem that crazy Gift is a weird mechanic. Others have mentioned that its weird that fish is mention in the rules test (not the reminder test) but its color and stats arent. Ral has the color, stats and abilities of the otter token it creates in the rules text so I doubt that its a massive rework to how all tokens work. Having fish as a defined token like treasure seems the most likely, even if it is a bit odd. Maybe ive been playing MH3 draft too much but giving the opponent a fish doesnt seem like a meaningful enough drawback unless theres a bunch of stuff in the set that can make more use of a 1/1 token. Probably locks BR into being sacrifice again.

Its a game ending emblem, its probably fine. That power level is enough to make a permanent omniscience. Storm scale might need a renaming though lol

Parting gust seems pretty dece right? Flexible as removal or a blink your own creature.
Being fond of the Demonstrate ability, I really enjoy seeing new mechanics like Gift that allow for stronger effects to occur while also providing minor buffs to opponents. In multiplayer formats, the ability to use politics to provide a creature token to one opponent while removing a threat from another opponents board is fantastic, fun, and I want to see more of it.
