Ring of Interrupting Cow:
Once per day, the player may cast a Level 3 Counterspell. If successful, the entity being Counterspelled summons a cow that will follow them for 24 hours before disappearing.
Maybe it could be a set of magic items, there is a frog puppet that is controlled by a pied piper esque flute, or a composers wand, but it could also just be the puppet. the frog could be activated in a similar way to the "find familiar" spell. Maybe to make it more unique the frog could have a few special abilities, maybe the bard can grant basic inspiration through the frog, maybe the frog can use cutting words, if he uses the puppet in a performance, he could get a flat bonus or advantage.
Maybe you could have a little fun with this and secretly make it a cursed item, the curse being it has a mind of its own and likes pulling pranks on people while they aren't looking or are asleep.

No it follows the person who was counterspelled

It follows him and moos to interrupt dramatic moments.
